SOCIAL AND ECONOMIC SITUATION IN ELEVEN MONTHS OF 2014

According the preliminary report, the North provinces’ winter-rice productivity reached 4,990 kg/ha, increased by 240 kg/ha; the yield achieved approximately 5.9 million tons, grew by 269,300 tons compared to the same crop in 2013. In the South, the winter-rice is growing well, the estimated productivity rose 50 – 100 kg/ha. As of mid-November, provinces in the South sowed winter-spring rice seeds for 203,400 hectares, equaling 128.5% from the same period last year.

As of November 15, provinces in the North cultivated 133,200 hectares of maize, equaling 110% against the similar period last year; 34,100 hectares of sweet potato, equaling 98.8%; 6300 hectares of peanut, equaling 112.5%; 35,500 hectares of soybean, equaling 86.6%; 153,000 hectares of vegetables, equaling 102.5%.

According to the animal husbandry survey, as of October 1, 2014, the country’s flock of buffaloes had 2.5 million, reduced by 1.9% from the figures in 2013’s identical period. The flock of oxen had 5.2 million, rose 1.4% (the flock of dairy cows had 217,700, grew by 16.8%). The flock of pigs had 26.8 million, rose 2.1% over the same period last year. The country had 328.1 million fowls, increased by 4.6%, of which there were 243 million chickens, up 4.7%.

b. Forestry

Generally, in eleven months of this year, the country’s concentrated planted forest area reached 215,200 hectares, rose 6.1% over the same period in 2013. The number of dispersed planted trees gained 157.1 million, equaling the figures in the similar period last year; wood production achieved 5.3 million m3, up 9.3%; firewood production gained 27.6 million cubic meters, up 3.7%.

Generally, in eleven months, the total damaged forest area was 3796 hectares, grew by 156.7% from 2013’s same period, of which the fired area was 3104 hectares, increased by 253.6%; the destroyed area was 692 hectares, went up by 15%.

c. Fishery

In general, the country’s estimated fishing production in eleven months of this year achieved 5736.9 thousand tons, rose 4.8% from the similar period in 2013, of which the farmed fishing production reached 3043.8 thousand tons, increased by 4.5%; the caught yield gained 2693.1 thousand tons, a rise of 5.1%.

2. Industry

Generally, in eleven months of this year, Industrial Production Index (IPI) was estimated to increase by 7.5% against the same period in 2013 (it rose 5.3% in the 1st Quarter, 6.9% in the 2nd Quarter and 7.8% in the 3rd Quarter respectively), higher than the growth rate of 5.6% of the same period last year. In the eleven months’ general growth, the manufacturing grew by 8.6%, contributed 6.0 percentage points; the power generation and supply by 11.7% and 0.8 percentage points; the water supply and waste treatment by 6.4% and 0.1 percentage points; the mining and quarrying by 2.7% and 0.6 percentage points respectively.

Consumption index for the whole manufacturing in October increased by 4.1% against the previous month and rose 5.1% from the same period last year. Generally, in ten months, consumption index for this industry went up by 10.8% over the similar period in 2013.

Stock index for the entire manufacturing as of November 1, 2014 had a decline of 0.3% from the previous month and a rise of 10.2% from the identical period in 2013. Stock rate for the whole manufacturing on average in ten months was 75.1%.

Labor employed index (LEI) for industrial enterprises as of November 1, 2014 had a rise of 1.1% from the previous month and 5.1% from the same period last year, of which the state sector increased by 0.6%; the non-state sector by 3.0%, and the FDI sector by 7.9%. As of above time, LEI of the mining and quarrying fell by 4.8% from 2013’s similar period; the manufacturing grew by 6.0%; the power generation and supply by 2.4%; the water supply and waste treatment by 1.5% respectively.

3. The situation of the business activities[1]

In eleven months of this year, the country had 67,790 enterprises registered for new establishment with a total registered capital of 391.3 trillion dongs, a decrease of 4.5% in the number of businesses and an increase of 8.9% in the registered capital over the equivalent period last year. The average registered capital per newly established enterprise in eleven months achieved 5.8 billion dongs, rose 14.0% against 2013’s identical period. The expected number of laborers provided with job in the newly established enterprises in eleven months was 992,000 persons, increased by 1.9% from the same period last year.

The total of newly and additionally registered capital to the economy in eleven months of 2014 was 935.9 trillion dongs, including 391.3 trillion dongs of enterprises registered for new establishment and 544.6 trillion dongs of enterprises changing to raise capital.

In eleven months of this year, the country had 60340 enterprises having difficulty forced to dissolve, or register for time-limited temporary cessation of operations, or suspended businesses waiting for closing the enterprise code or without registration, a rise of 9.8% from the same period last year, of which 8661 enterprises finished the procedure for dissolving; 10147 enterprises registered for time-limited temporary cessation of operations; 41532 enterprises suspended operations waiting for closing the enterprise code or without registration.

In eleven months, the country had 14208 enterprises re-operated, up 11.8% from the similar period in 2013.   

4. Investment

Generally, in eleven months, realized investment capital from the State budget reached 183,938 billion dongs, equaled 95.6% of the yearly plan and increased by 0.2% from 2013’s same period. Of which the capital under central management reached 38,516 billion dongs, equaled 97.5% of the annual plan and increased by 0.6% from the same period last year; the capital under local management achieved 145,422 billion dongs, equaled 95.2% of the yearly plan and grew by 0.2% over the similar period in 2013.

From the beginning of the year to November 20, 2014, FDI attracted 1427 newly licensed projects with the registered capital of US $ 13410.7 million, went up 21.4% in the number of projects and down 2.7% in the capital from the similar period in 2013. At the same time, 515 times of license-granted projects from the previous years were provided with additional capital of US $ 3920.1 million. Thus the total registered capital of both newly and additionally financed projects reached US $ 17330.8 million, reduced by 16.7% against the same period in 2013. Estimated realized FDI capital in eleven months of this year gained US $ 11.2 billion, rose 6.2% from the last year’s same period.

In eleven months, the manufacturing attracted foreign investors with the registered capital of US $ 13155.5 million, accounting for 75.9% of the total registered capital; the real estate business received US $ 1273.1 million, representing 7.3%; the construction achieved US $ 1028.3 million, constituting 5.9%; other industries received US $ 1873.9 million, taking 10.9%.

The country had 47 provinces and cities directly under the central management which received newly licensed FDI projects in eleven months from 57 nations and territories.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to November 15, 2014 achieved 759.7 trillion dongs, equaled 97.1% of the annual estimate, of which domestic revenues reached 513.2 trillion dongs, equaled 95.2%; collecting from crude oil achieved 91.5 trillion dongs, equaled 107.3%; from export-import balance 151.1 trillion dongs, equaled 98.1%. Of home revenues, 174.5 trillion dongs were from state enterprises, equaling 94.5% of the yearly estimate; 108.7 trillion dongs were from FDI enterprises (excluding crude oil), equaling 97.4%; 99.3 trillion dongs were from non-state industrial, commercial and service taxes, equaling 92.6%; 42.3 trillion dongs were from individual income tax, equaling 89.3%; 10.3 trillion dongs were from tax on environment protection, equaling 81.3%; and 9.7 trillion dongs were from other fees, equaling 94%.

From the beginning of the year to November 15, 2014, total government expenditures reached an estimate of 894.2 trillion dongs, equaling 88.8% of the yearly estimate. Of which, spending for investment development achieved 145.3 trillion dongs, equaling 89.1% (only spending for capital construction reached 140.8 trillion dongs, equaling 89.1%); spending for economic and social development, national defense and security, state management was estimated to gain 629.5 trillion dongs, equaling 89.5%; paying debts and aids 119.4 trillion dongs, equaling 99.5%.

6. Trade, price and service

a. Retail sales of consumer goods and services

Generally, in eleven months of this year, the country’s total retail sales of consumer goods and services achieved 2670.6 trillion dongs, rose 11.1% from the same period in 2013, if the factor of inflation were excluded, it would be 6.5%. By economic ownership, the state economic sector gained 270.9 trillion dongs, accounted for 10.2% of the total and grew by 8.9%; the non-state economic sector achieved 2310.5 trillion dongs, took 86.5%, rose 11%; the FDI sector reached 89.1 trillion dongs, took 3.3%, rose 22%. Of the total, retail sales of goods reached 2006.8 trillion dongs, accounted for 75.1% and increased by 11.3%; accommodation and catering services gained 327.2 trillion dongs, represented 12.3% and grew by 12%; other services achieved 309.9 trillion dongs, took 11.6% and rose 8.1%; traveling service reached 26.7 trillion dongs, took 1% and rose 16.4%.

b. Exports - Imports

Generally, in eleven months of this year, export turnovers gained an estimate of US $ 137 billion, grew by 13.7% from the same period in 2013. Of which the domestic economic sector achieved US $ 44.8 billion, increased by 13%; the FDI sector (including crude oil) reached US $ 92.2 billion, went up by 14.1%.

About the export market in eleven months, the United States continued to be the biggest market of Viet Nam with an estimated export turnover of US $ 26.2 billion, a rise of 21.3% compared to the same period in 2013. Following markets were the EU with US $ 24.8 billion, a rise of 11.4%; ASEAN with US $ 17.3 billion, an increase of 3%; China with US $ 13.5 billion, a growth of 13.1%; Japan with US $ 13.6 billion, a rise of 9.9%; the South Korea with US $ 6.7 billion, up 10.8%.

Import turnovers in eleven months of this year reached an estimate of US $ 135 billion, rose 12.6% from the identical period in 2013, of which the FDI sector achieved US $ 76.7 billion, grew by 12.5%; the domestic economic sector gained US $ 58.3 billion, by 12.7%.

Regarding the import market in eleven months, China was still the largest one of Viet Nam with an estimated import turnover of US $ 39.9 billion, a rise of 18.9% compared to the similar period in 2013. The trade deficit from the Chinese market in eleven months reached US $ 26.4 billion, went up by 22.1% against the same period last year. Followings were the ASEAN with US $ 20.9 billion, up 7%; the South Korea with US $ 19.8 billion, up 4.2%; Japan with US $ 11.6 billion, up 9.7%; the EU with US $ 8 billion, down 4.5%.

Generally, in eleven months of this year, trade surplus attained US $ 2.06 billion, of which the FDI sector (including crude oil) still had a trade surplus at relatively high level with US $ 15.54 billion; the domestic sector continued to have a trade deficit of US $ 13.48 billion.

c. Consumer price indexes (CPI), gold price indexes and US dollar price indexes

November’s CPI fell by 0.27% from the previous month, mainly due to two times of adjusting to reduce domestic petrol price (on 23 October and 7 November, 2014) making prices of the group of transport have a significant drop of 2.75%, contributing 0.24% to the CPI’s general decrease rate. On the other hand, the world’s gas price reduced sharply leading to the adjustment to reduce domestic gas price on 01 November, 2014; this also contributed to make November’s CPI go down compared with the previous month. Other groups of goods and services with reduced CPI compared with the previous month: housing and constructional materials fell by 0.74%, of which kerosene price decreased by 6.31%, gas price by 4.37%, electricity price by 1.52%; catering and related services went down by 0.03%, of which grain food grew by 0.12%, foodstuff dropped by 0.1%; postal and communicational services fell by 0.01%.

Groups of goods and services with slightly increased CPI compared with the previous month: garments, hats, footgear grew by 0.34%; family appliances by 0.16%; drinks and tobacco by 0.12%; culture, entertainment and tourist by 0.1%; medicines and health services by 0.04%, of which health services had no change; education by 0.03% respectively.

CPI in November 2014 went up by 2.08% from December 2013 and by 2.6% from the same period last year. Average CPI in eleven months of 2014 rose 4.3% compared to that in the same period last year.

Gold price indexes in November 2014 decreased by 1.49% from the previous month, by 3.68% from December 2013 and by 6.89% from the same period last year. On average in eleven months of this year, gold prices declined by 12.17% over 2013’s identical period.

US dollar price indexes in November 2014 grew by 0.23% from the previous month, by 0.68% against December of last year and by 0.73% over the similar period in 2013. On average in eleven months of this year, US dollar prices rose 0.52% compared to the last year’s similar period.

d. Carriage of passengers and cargos


Passenger carriage in eleven months was estimated to reach 2796.7 million arrivals, raised by 7.5% and 124.2 billion passengers-kilometers, by 7.3% from the same period in 2013. Of which central transport reached 30.2 million passengers, increased by 3.4% and 30.7 billion passengers-kilometers, by 4%; local transport gained 2766.5 million passengers, by 7.6% and 93.5 billion passengers-kilometers, by 8.4%. Eleven months’ estimated passenger transport by road achieved 2628.7 million passengers, grew by 7.7% and 91.2 billion passengers-kilometers, by 8.4% from the same period last year; transport by air reached 16.8 million passengers, by 8.8% and 25.9 billion passengers-kilometers, by 5.7%; transport by sea gained 4.8 million passengers, 3% increase and 226 million passengers-kilometers,  1.6% increase; only transport by rail gained 10.7 million passengers, down 4.5% and 3.8 billion passengers-kilometers, 5.9% decrease.

Eleven months’ cargo carriage reached an estimate of 970.9 million tons, rose 5.3% and 202.4 billion tons-kilometers, rose 1.2% from the last year’ same period. Of which the domestic transport gained 944 million tons, increased by 5.6% and 91.3 billion tons-kilometers, by 4.8%; overseas transport reached 26.9 million tons, decreased by 4.3% and 111.1 billion tons-kilometers, by 1.5%. Cargo transport by road obtained 742.7 million tons, grew by 6.7% and 43.4 billion tons-kilometers, by 4.8%; river: 170.8 million tons, up 3% and 36.5 billion tons-kilometers, up 3.6%; sea: 50.6 million tons, down 5.4% and 118.1 billion tons-kilometers, down 1.1%; rail: 6.6 million tons, 10.4% increase and 3.9 billion tons-kilometers, 12.8% increase.

e. International visitors to Viet Nam

Estimated number of international visitors to Viet Nam in eleven months reached 7217 thousand arrivals, grew by 5.4% from the last year’ same period, of which 4363.5 thousand arrivals came for tourist purposes, 3.9% growth; 1210.9 thousand arrivals came for business purposes, a rise of 5.7%; 1237.2 thousand arrivals came for visiting relatives, 8.6% growth. International visitors coming by airway reached 5700.7 thousand arrivals, a rise of 5.3% from the same period in 2013; by sea: 46.3 thousand arrivals, a sharp decrease of 74.8%; by road: 1470 thousand arrivals, up 17.3%.

7. Social issues

a. Farmers’ food shortage

In November, the country had 3.3 thousand households suffering from food shortage, reduced by 37.7% from the previous month, corresponding with 14.4 thousand hunger persons, 38.2% decrease. Compared to the figures in 2013’s same period, the number of households suffering from food shortage fell by 77.5%; the number of hunger persons went down by 77.1%. To overcome the problem, from the beginning of the year, all administrative levels, sectors and localities provided difficult families with 22 thousand tons of food and 19.7 billion dongs.

b. Epidemic diseases and food poisoning

Generally, in eleven months of this year, the country had 69,700 cases of hand, foot, mouth disease (7 died); 28,300 cases of hemorrhagic fever (19 died); 36,200 cases of measles suspected of roseola infantum, of which there were over 5,800 specified cases of measles (147 died); over 1000 cases of virus encephalitis (42 died); 341 cases of typhoid; 24 cases of meningococcal disease (3 died); three cases of acquired palmoplantar keratoderma (1 died); and two cases died of A (H5N1) flu. 

1800 HIV-infected cases were found in the month, bringing the number of living HIV-infected persons over the country as of November 17, 2014 to 221,600, of which 70,600 cases turned to AIDS. The number of persons died of AIDS over the country as of above time was 72,900.

Generally, in eleven months, the country had 121 serious cases of food poisoning, infecting 4100 persons, of which 24 cases died.

c. Traffic accidents

Generally, the country in eleven months of this year had 23256 cases of the traffic accidents, including 9689 cases of traffic accidents and 13567 cases of traffic crashing, killing 8272 persons, injuring 5685 persons and injuring slightly 16749 others. In comparison with the same period last year, cases of the traffic accidents decreased by 14.4% (cases of traffic accidents from less serious and more reduced by 4.6%; cases of traffic collision slowed down 20.2%); the death fell by 4.1%; the injured persons reduced by 9.9%; slightly injured persons declined by 20.2%. On average, each day in eleven months, the country had 70 cases of traffic accident, including 29 cases of traffic accidents and 41 cases of traffic crashing, killing 25 persons and injuring 19 persons and injuring somewhat 50 others.

d. Damage by natural calamity

In eleven months of 2014, natural calamity made 142 persons died and lost; 163 persons injured; nearly 1700 houses collapsed, swept away and 44,000 houses blown off, flooded; 122,000 hectares of rice and 42,000 hectares of vegetables flooded and damaged. The total value of damage caused by the disaster from the beginning of the year was estimated 2.5 trillion dongs.

e. Fire and explosion, environment protection


Generally, in eleven months, the country had 2252 cases of fire and explosion, killing 107 persons and injuring 156 others. Damage by fire and explosion was at an estimate of 789 billion dongs.

Generally, in eleven months, the country found over 6600 cases of violating regulations of environment protection, of which 3600 cases were treated with total fine of 382 billion dongs.
